We call on Russia and the separatist forces it backs to immediately observe the cease-fire, withdraw all heavy weapons, and allow full and unfettered access to the OSCE monitors.

Знатоки английского, прошу, помогите растолковать выделенное выражение. Означает ли оно объединённые силы России и сепаратистов - или сепаратистов, желающих объединения с Россией?

Если первое, то Вашингтон уже официально называет Россию стороной конфликта, похоронив мумию фараона Ихтамнета. И к роли арбитра её, видимо, уже не допустят.
